Jose Canseco hasn’t got a TUE which permits playing professionally and being on TRT

Jose Canseco didn’t agree to submit to steroid-testing to testing for steroids, when he tried to come back to the Mexican Baseball League. It was earlier said that the “Tigres de Quintana” of Cancun agreed to give him the 2nd  chance and invited him to play.
Jose Canseco refused to submit to steroid testing that had to be performed by officers of the Mexico’s National Commission for Physical Culture and Sport (CONADE). CONADE is government agency that manages Olympic sports in Mexico.
Cuauhtemoc Rodriguez Meza, the chief executive officer of this baseball team, proclaimed that Jose Canseco would not be allowed to play for the team because he had admitted that he applied prohibited products.
Jose Canseco admitted that he was on testosterone replacement therapy under supervision of a physician in the US. He noticed that he was on TRT since 2008. Jose Canseco was not surprised by the requirement to submit to urine analysis for steroids. He wrote on his Twitter account last month that the Minor League Baseball would have testing for prohibited products.
It is known that  any athlete may use steroids for TRT and take part in competitions, if he/she has acquired a therapeutic use exemption (TUE). A TUE permits application of banned medicines, if it is justified by medical conditions.
It is known that Jose Canseco has prescription from his doctor that indicates about his condition which requires being TRT. But Jose Canseco hasn’t obtained a TUE for administration of testosterone.
Canseco has publicly noted that he had a prescription from his physician to apply testosterone as a part of testosterone replacement therapy. He noticed about  this factor in a documentary in 2008. Jose Canseco noted that he stopped administering illegal steroids and had hypogonadism that was provoked by steroids. Then his physician prescribed him using a testosterone gel to escape from adverse results of steroids.
As you see, Jose Canseco’s usage of steroids is justified because he has medical need for administration. But since he hasn’t obtained a TUE, it is unclear whether he would play in the team that has steroid testing.
The CEO of “Tigres de Quintana” mentioned that he had known that Canseco was on TRT but he invited him to play, just getting a TUE.
